Bug: "Save As" Dialog Box Should Not Start with /tmp by Default...

Here's a scenario that just happened to my wife that should not. This is on Fedora 8 with KDE.

Open a document from email attachment (with Kmail), that opens in OpenOffice.
"Save As" the document so that it can be edited.
OpenOffice "Save As"...

It's not necessarily a bug, but there are applications which clear out temporary folders on a periodic basis therefore causing problems when saving documents.

I'm aware of individuals who do use such software although I've never heard of this problem. True though, you should only clear temporary files when all applications are closed, although I wouldn't have expected it to interfere. It's most probably by design anyway.

Even so, you could always report is as a bug - the desired behaviour to try to recreate the .tmp folder that has been removed perhaps.

I've never encountered this before, but this isn't really a new problem. Deleting temp files is generally best done when nothing is running precisely because you don't know what apps are using them. Some apps keep active file locks on their temp files while running, some don't.
